Sure . . . but a lot of guys will disregard the new law and keep doing the same thing they have been since they've owned guns -- screen potential purchasers, settle on a deal, meet at a safe location, verify residency, and make the transaction. Adding a FFL complicates things several ways, not just the "background check" . . . there will be a permanent record of that transaction (regardless of what people claim or what is "legal"), and those records can be accessed by the DHS umbrella of federal LE agencies . . . including IRS. Did you declare any monies received from those transactions on your taxes and can you provide receipts? I didn't think so.
I also predict a lot of guys will get caught in LE stings and lose their 2nd Amendment rights and their entire collections over this.
