If his defense team decides to use an insanity plea, the prosecution has a right to have him evaluated by a psychiatrist of their choice to determine the validity of the plea. The judge is ruling that he can be given meds in order to regulate himself in order to be able to be evaluated. If the boy is/was insane at the time of the offense and cannot assist in his defense, then the insanity plea will stand.

You are allowed to refuse to comply with a request to search your vehicle if you are not being detained. If the officer says the magic words "you are detained" or "you are under arrest" and you drive from the scene, I believe that constitutes felony evasion.
