Tattoos don't mean that he is not legit. When I joined in 2002 I only filled out a waiver and bam full sleeves no longer an issue. There was a supply guy with a neck tattoo and he did the same thing with no problems. After 9/11 they needed everyone they could get, and as far as I know non performance related issues do not disqualify you from re-enlisting. Actually I knew more females with head and neck tattoos than males. But when my little brother joined last year they were strict as hell. They said no waivers and kicked a guy from MEPS for a speeding ticket. Things are changing fast. But my point is he could be active duty, probably a douch and probably non combat MOS but you never know. Look him up, I always like meeting other .mill as well.
How the hell did that moron even get ON base looking like that? He must have been trolling the gun shows and flea markets for weeks to amass all those badges and ribbons.
