I am not a lawyer, but I do not see anything in the bill that would prohibit someone from moving to Colorado with >15 rnd mags - if they owned them before 1 Jul 2013.

Just the first step to trying to confiscate them. They know its unenforceable but after the next mass shooting in a "gun free zone", they will then be able to justify door-to-door search and seizure missions to confiscate these evil inanimate objects because they are "illegal". It's amazing how liberals (socialists, communists) think. They live in a fantasy world where if everyone will just agree with them then the whole world will be a happy place. I think everybody needs to relax. There isn't going to be sting operations in my house focused on if someone else touches them. They don't inventory your moving truck at the state line. If your in the woods shooting I doubt someone is going to follow you to watch what you do with your rifle that has a 30 rounder in it. Can we apply some common sense here please.
