So if it is going into effect after July 1st and they are out of stock they should send everyone a "Community Magazine" that wants one before the law date. Just send the '"Community" magazine back to the factory for so called "repairs" and since everyone owns the community magazine before the law went into effect the factory will be only returning a previously legal bought magazine to it's rightful owner.
