Amendments 47, 49 and 54 - insights?

I got a flyer in the mail today telling me that Amendments 47, 49, and 54 will "handcuff public safety officials". Anyone have any informative sites?

If you look on the guys badge on the flier, it say FOP, which is a Union, these amendments are limiting to unions, which I think is a good thing
