I see a leash on dog in that video....
I'd try submitting this to the right State and federal agencies that are concerned with wildlife. Local PD may not care but get more animal focused feds involved.... may not be the same mercy.

Looking at it now, yep, it is... And I agree, some dogs are strong enough that it doesn't matter if they're on a leash or not, if you're not ready for when they get excited or not strong enough to hold them back, you're not going to control that dog.
