    50 laboratories for policy, and the results are very telling. The 3 least-free States in the Union, New Jersey, California, and New York, have the most regulations, the highest taxes, the highest unemployment, and most indebtedness. The migration rates for these three are especially indicative of how the People feel about these cesspools of Progressive cancer; like rats deserting a sinking ship.

    I was surprised to see how low Wyoming ranks, but it is largely due to declining individual income and its effect on fiscal policy.

    Something is wrong with how they are quantifying "Personal Freedom." California is ranked #2.
