Nope, you can get car insurance without a SSN.
Before I became a law abiding Citizen (yes, it can be done), I had an International Drivers License and I got me insurance with that.
Yes, it costs more.
It all depends on how much of a decent human being you are, trying to do things right as much as you can.
There is no excuse for driving without insurance. Period.

In Colorado, legit visitors such as exchange students, people on a work Visa, etc, can get car insurance just fine. I have seen a few hundred with insurance in their name. So an SSN isn't a necessity.

Again, though, talking about known, legit immigrants and visitors. I have seen a few illegal immigrants who did have insurance as well, but most that I have stopped do not.

There are insurance companies that cater to the illegal alien for them to buy car insurance. I saw a lot of them during my time as a patrol officer. I would always call the company to see if insurance was still in effect, and 90% had dropped the peson from their insurance policy. Usually, once they got the insurance card in the mail, showing "good" insurance for 6 months, they would stop paying on it.

Last time I got a speeding ticket, I was in traffic court and one person was up at the magistrate. She didn't speak English and required a taxpayer funded translator. She was an illegal immigrant with no driver's license, no insurance, driving a car registered to somebody else. She caused an accident that injured two people. She was only charged of driving without a license, and her punishment was (drumroll)...she cannot get a driver's license for 2 years. I shit you not.

So they want to change our current laws and make law-abiding citizens (gun owners) criminals overnight. And change other laws to make illegals and their activities legal. All makes sense to me.
