Wouldn't reporting anyone to CBI be a violation of federal medical privacy laws?

The version I read only requires the name of the person be given to CBI. This is ripe for abuse.

I do work quite a bit in suicide and threat assessments regarding K-12 young people. Sometimes I do ask law enforcement to do to welfare and safety checks on young people who are threat to themselves or others. Currently these checks save lives, but do not violate the constitutional rights of the families because the 2nd and 4th amendment rights are recognized by law enforcement. However what if the 4th was disregarded as this law could set up?

Personally I am quite worried about the power that such a law would give to potential anti gun people. My wife is a psychologist and I often read the learning material that was provided to her or that was mandated that she research to obtain her degree and certifications. Quite frankly I have noticed many instances where there was a lot of biased material against gun ownership in much of the material. My wife and I are strong 2nd amendment supporters, however many of the others who are exposed to this material as they obtain these degrees and certifications may come out quite biased and anti 2nd amendment. I worry about how these people would utilize such power.
