I know that when renewing a C&R that ATF will give you an authorization letter you continue to use your license while you wait for the new one. Don't know if they do the same thing for FFL01s.

Yes, continuation letters are common and routine for any FFL who has properly applied for renewal. If ATF won't issue a continuation letter, something out of the ordinary is going on.
