FWIW, I don't think anybody did/does. I think the value here is explaining how they change the data and how they calculate it to serve political ends.

It's all in how you present the statistics. Someone can make numbers work in any way they want if they know what they're doing. I'm sure it's not only this .gov that's been doing it. I'm sure economic numbers have been manipulated for decades.
