View Full Version : Boulder ban and "receivers"..
Based on what I have seen the Boulder ban only mentions complete firearms and not anything about receivers. Am I right in thinking I should still be able to buy a receiver seeing that they are logged in to the books as "other" as long as I do not build it in to a firearm while I wait out my remaining days in Boulder? Anyone with FFL knowledge on this?
Looking at a likely limited run Israeli FAL clone receiver that DSA will be putting out in the next few weeks.. 80% not an option.

Link? Also there are options for utilizing an AR lower that's not a semi auto. Such as installing an adj gas block, turn it off and go with a side charging BCG .

They just brought in a bunch of light barrel kits and over at the falfiles they posted some pics of Israeli profile barrels and some prototype receivers with the correct Israeli engraving on them. Should be available in a couple weeks.

True, would be the same as building a FAL and just not drilling the gas port in the barrel... for now. So the ability to build a rifle as a single shot supports my idea that buying a receiver should be perfectly legal.

Just build a AR without the scary features Boulder doesn't like. Use the thorsden stock to get rid of the pistol grip. Or SCR lower.
Don’t want to build an AR..
No gun store outside boulder will refuse to sell you a chunk of metal.
You can store it outside boulder and not break their silly laws till you move.

Ahh, my bad. Yeah I don't see why you couldn't buy a lower since you could technically build a compliant AR

He can still build a compliant FN. I probably have a Thole stock for a FN laying around. Keep a f/hider off and you're GTG. BUT the FN can be made single shot buy acquiring an extra gas block, and closing off the gas port. OR turning rhe gas tube around and or not installing the gas piston. There was 10 years of AWB work arounds that can be utilized today, as needed.
Fuck Boulder
Yep.. but I don't have any guns so this is all hypothetical.

No butthole stocks allowed.
Either way, Buying and possessing a receiver seems like it should perfectly legal.

I've never read the text of the Boulder AR ban, can someone post it? I'm curious as to how they define "assault weapons." My guess is that there are legal holes in it big enough to drive a tank through.

A tank is probably a no-go in Boulder...it's not eco-friendly.
Anything diesel with assault black smoke.....no go!

A hybrid tank with solar panels would be OK though. ;)

You can't use a thorsden stock? No pistol grip or telescoping stock with it though.

They don't offer that stock for a FN/FAL.
FWIW: the (IMO) most effective semi with 10 rd mags available are the 7400 & 7600 series remington's in 06 & 308. Legal in all 50 states.

Nope. That stock qualifies as a pistol grip under the law. They used Californias new definition of a pistol grip which has to do with how far the grip area of the stock drops below the centerline of the barrel so any fixed stock that has a dropped grip area is considered a pistol grip.
basically all of those precision shooting stocks with a dropped grip would make a rifle an assault rifle. A magpul hunter 700 stock on a remington 7400 would make the 7400 an assault rifle.

Wait but those thorsden stocks are all over CA? Just read the definition online. I believe the thorsden puts the web of the hand just above the open portion of the trigger it talks about and the thorsden doesn't allow for a pistol style grasp? Looks like all the Cali legal grips and stocks would be legal in Boulder too.
Ugh I feel like I'm back in CT...

I really like the Mini 14 in stainless. I've shot 1-1.5 inch groups with my Dad's new series (583) with a Leupold VXR patrol on top.

Admittedly I haven't read the law, though I probably should as it's likely coming to a neighborhood near me soon, but assuming they pass I would say a mini 14, m1a, garand or m1 carbine are all good options.

Did they finally fix the piss poor accuracy of the Mini-14? I owned one for about 15 years, fun plinker but not that great if you're trying to hit a target past 100 meters. When I bought mine in 83 the big selling point of the Mini was that you could get it for $250, half the cost of an AR at that time.
From what I've seen now, though, Mini's go for the same or even more than a budget priced AR clone.
I think the Mini lost its place as the "low buck semi auto" when cheap Chinese SKS's and ammo started flooding the market in the early 1990's.
Does anyone make a "sporting" looking semi auto in .223 that takes AR magazines?

They sure did. It’s no longer a cheap semi auto, but a high quality option IMO. With Fiocchi 55 grain my dads consistently shoots 1.5 inch groups and smaller. I love the fact that they come in Stainless. He?s a bit of a fudd so it works for him as his defensive and target use semi rifle. If you ever get one remember to loc tite all screws on the rear sight and grease everything properly.

To answer your question directly I read through the text of the ordinance earlier today and it prohibits possession of both "assault weapons" and "parts from which an assault weapon can be assembled" or some such language. So, if a DA wanted to charge you under that part of the law they could since a receiver can be construed as "parts from which an assault weapon can be assembled."
As to whether you can buy a receiver legally in Boulder, the answer should be "no" but nobody outside Boulder is bound by Boulder's city ordinance, so if someone outside Boulder sold you a receiver I don't see any way they could be prosecuted under Boulder's law.
Mandatory disclosure: This is merely my opinion and does not constitute legal advice. Therefore, before proceeding you should consult your own lawyer to be sure. ;)

OK, the parts thing is something that was added and was never in the readings of the ordinance at the council meetings.

But probably necessary in order for the law to have any meaning. Without that language you could just pop the takedown pins out of your AR and keep the two pieces separate and then say "I don't have an 'assault weapon,' I have a collection of parts."
