It removes "Manufacturing" from ITAR's aegis, which was the 'Smithing snag. ITAR arbitrarily redefined "Manufacturing" with a very broad brush which included the vast majority of 'Smithing operations.

Trump Administration Finalizes Removal of ITAR ?Gunsmith License? (https://www.ammoland.com/2020/01/trump-administration-finalizes-removal-of-itar-gunsmith-license/)
The final form of the new rules is expected to be published on 23 January 2020 (https://www.federalregister.gov/documents/2020/01/23/2020-00573/control-of-firearms-guns-ammunition-and-related-articles-the-president-determines-no-longer-warrant). There will be a 45 day period after that before the rules go into effect.
