So with the ongoing invasion, the dis-honorable governor Polis has decided to issue the following:
Essentially using scarce state resources and allowing state employees to be paid while "volunteering"
Dear State Employees,
I want to extend my gratitude to the dozens of State employees who offered their time and energy to assist fellow Coloradans at emergency and migrant shelters last week. These acts of kindness provide critical support to those in need and show the strength of our great state.
In order to continue the spirit of community and giving this new year, I am extending the offer of administrative leave to employees who take time to volunteer at the migrant shelters in place in Denver.
State agencies are directed to extend the offer of administrative leave to employees who take the time to volunteer through 11:00 p.m. Friday, Jan. 20, 2022. An additional 16 hours of administrative leave is being offered, for a total of 32 hours between Dec. 20th and Jan. 20th. Administrative leave is subject to approval by supervisors and appointing authorities prior to leave being taken or volunteer commitment made.
You are encouraged to volunteer over the days and weeks ahead at ongoing migrant operations by signing up to volunteer at the shelters in Denver. State staff can sign up for volunteer shift assignments using this Denver Emergency Shelter Workers form. This form is for all government affiliated volunteers. Here are directions on completing the form as a State employee:
Once you click on the link, select a shift that works for you. That will take you to a form that you must complete.
When asked to input Department or External Agency (IE: DEN, DHS, HOST, etc) since you are a state employee please enter your jurisdiction and agency under the Department.
Please leave blank the question on providing Denver County email.
Make sure to input your email at the top of the form to receive follow up communication.
After you select a shift, a coordinator will email you with further details. They will also tell you what to bring to your shift.

I'm a state employee and we're very short staffed and can't afford to have people taking time off for this.
We already get punished for taking our accrued PTO, and they want to give us more for volunteering? Crazy.

The irony of this is. Or was. The State employee handbook. SPECIFICALLY forbids ANYTHING political at work. As i was leaving work one friday, the director asked if i was going to the Barack Obama rally at csu, that weekend. I asked him if that was an invite, or request. Since the Employee Handbook AND... CSU's policy was to avoid politics on campus, during work hours. He said nothing in reply , just standing there .
Yeah i don't see that happening they way they planned. Till the volunteer thing, becomes a request.

He did the same thing in July, encouraging employees to volunteer for fire fighting duty.
Firefighting is not aiding criminals, as BP correctly points out. However, are they actually criminals since Denver declared itself a "sanctuary city"?
Very muddy legal waters that will likely never be resolved since the Democrats are in control the state. Any questions or opposition are quickly buried.

If you are being punished for taking leave, report that supervisor. This is against the law and the agreement with COWINS. Doesn't matter how short handed your work group is, you can not be punished for using a benefit. What agency is this?

What agency is this?No direct punishment per say, but they always balk or complain that you can't take certain days or too many days or we don't have coverage if you're gone etc etc.
They reward us with more PTO and then bitch because you want to use it or then complain because you didn't use enough of it before Jan 31.
Can't have everyone gone at Christmas or other holidays.
Just a pain. So screw em. I just call in a lot to use up my time.
Make any complaints and it just makes ahit worse. Retaliation and other issues. The department is correcting those items and now finally has policy in place for formal complaints.
I can't publicly say who it is. Violates some other policy.

To be fair, hundreds of illegals magically appearing overnight, without prior notice, IN WINTER constitutes an emergency of sorts.
Due to the fact that these military age Venezuelan males (a nation openly hostile to the United States) have been uncooperative, evasive, and deceitful when questioned about how they arrived here en masse from Venezuela and who facilitated this, they should all be flown to Mexico while their refugee requests are being processed... but Polis and Biden don't want ICE to get involved. This makes absolutely no sense unless their goal is to destabilize society.

I do not have a copy of the email but here is the Department of Personnel and Administration, Code of Colorado Regulations as it pertains to "Administrative Leave":
5-20. Administrative leave may be used to grant paid time in situations where the appointing authority
wishes to release employees from their official duties for the good of the state. In determining
what is for the good of the state, an appointing authority considers prudent use of taxpayer and
personal services dollars and the business needs of the department. Pursuant to 1-9, the
appointing authority has the power to define the job. Activities performed in an official
employment capacity, including job-related training and meetings, voluntary training, and
conferences are typically work time and do not require administrative leave. Participation in
hearings or settlement conferences at the direction of the Board or Director is work time.
Testifying in court or official government hearings on job-related matters when required by an
appointing authority or subpoena is work time. Administrative leave is not intended to be a
substitute for such things as corrective or disciplinary action or other benefits and leave.
A. Any administrative leave granted to an employee that exceeds 20 consecutive working days
must be reported to the department head and the Director.
B. An appointing authority may grant administrative leave up to five days for local or 15 days for
national emergencies per fiscal year to employees who are certified disaster service
volunteers of the American Red Cross.
C. A department head may adopt a policy granting one period of administrative leave for the
initial call up to active military service in the war against terrorism or other military
operations. Such leave shall not exceed 90 calendar days and applies after exhaustion
of paid military leave. It is only used to make up the difference between the employee?s
base salary (excluding premiums) and total gross military pay and allowances. The
employee must furnish proof of military pay and allowances. This leave does not apply to
regular military obligations such as the annual encampment and training.
5-21. Administrative leave must be granted for the following.
A. Two hours to participate in general elections if the employee does not have three hours of
unscheduled work time during the hours the polls are open.
B. Up to two days per fiscal year for organ, tissue, or bone donation for transplants.
C. To serve as an election judge unless a supervisor determines that the employee?s attendance
on election day is essential. The employee cannot receive compensation other than the
paid administrative leave for serving as an election judge and must provide evidence of
service.

The bold text is the gist of it.
If this email was sent to all state agencies (and I am sure it was) then the part about the "Business needs of the department" becomes a quagmire to Polis.
How can one make a blanket decree that "aiding" foreign nationals that are violating Federal law falls within the "Business needs" of a given department of the State and is for the "Good of the State"?
