I don't see it anywhere on the calendar yet and found this-
April 23 (Tuesday) Final passage of House bills in the Senate and Senate bills in the House.* 105th Day
Looks like they have 5 days to get it through?
The bill passed the House last Sunday. It took them 4 days to simply assign it to a committee? There appears to be zero sense of urgency for this in the Senate, especially so late in the session. Something or someone is pulling (or cutting) strings.
And if you talk to anyone on the left they will tell you that everyone they know that is an independent votes R 99% of the time.
Not likely.
From RMGO....
Good, bad or indifferent?
Didn't this used to be the "kill committee"?
Fundamentally, how does something of this magnitude not get assigned to Judiciary?
It definitely used to be the Kill Committee. I'm not so sure with the current setup, but let's hope.

My first thought is that they are saving it for next time to have something to push. On the other hand, it seems that they keep on pushing the edge of the envelope when it comes to stupid gun laws. Or Maybe St. Polis is working his miracles behind the scenes… Or maybe I should stop drinking…

Does the law really outlaw any pistol with a detachable magazine? Or does it have to have a threaded barrel? I thought the threaded barrel was the main pistol thing. The article mentions Glock 19s being banned. That would be directly covered by Heller. I know they don’t care, but that would be really low hanging fruit to get overturned.

I read it has to have the threaded barrel.

Yup- The bill, this time, does not ban unthreaded barrel semi-autos pistols. Pre-tacticool Beretta 92's, G17's, etc would be fine, for now. Small bites at a time...

The biggest unknown in this bill would be what qualifies as a shroud? Obviously, a full length m-loc AR style handguard would fit the definition, but what about a M1 carbine or standard Mini-14 with a short upper handguard? Even further, what about a Remington 742 that has a partial wooden lower forearm that allows your hold the barrel without burning your hand?
Either a bug or a feature....

I read that article as well.
It is wrong. Not all semi-auto pistols qualify. They are mainly going after SBRs that people claim are pistols, even though we all know that an AR with a 10 inch barrel shooting 5.56 is a rifle.

Not the standard Mini-14, it's the "Tactical" variants that are listed by name.

Besides the shroud question, the "standard" Mini-14 doesn't contain naughty features, so isn't really a variant of the banned version with the naughty features. Their list is relatively comprehensive and I expect the 50 year old standard Mini would have made it if considered taboo. Of course, a logical thought process is not the goal here with these control freaks. The fact we are even having this discussion is a sad commentary.

Huh?
Huh?
Communism = the disease. It?s spreading across the US. There are two viable options, leave and hope it doesnt follow you, stay, and fight against it. The 3rd bullet point is all other options.
The proposed Assault Weapons Ban, and many other laws in Colorado, and other States are being driven by Communism.
There was a Color Revolution in 2020 continuing the framework of the plan over the last several decades to do exactly what we are seeing around us.

So, if it does pass, what does it look like in our circuit? Will we win or lose and potentially get a circuit split? I have to think that we have a chance with our circuit disagreeing with the 9th and forcing SCOTUS?
It seems like dicking around with injunctions just wastes time? Just go for the straight up win or loss and get it to SCOTUS?

https://www.craigdailypress.com/news/heres-where-western-slope-lawmakers-stand-on-bill-banning-so-called-assault-weapons/
House Bill 1292 was introduced Thursday in the Senate and assigned to the State, Veterans, & Military Affairs Committee. The five-person committee has a Democratic majority. Two of those Democratic senators have expressed support for the general concept of the bill but the third, Sen. Tom Sullivan, a Centennial Democrat, is likely to be the swing vote.
Sullivan’s son, Alex, was killed in the Aurora theater shooting in 2012 and he has been a vocal supporter of tightening gun laws ever since. But he’s often expressed skepticism for a statewide assault weapons ban. Given the Republican opposition to the bill, if he votes against the measure, it’s almost certain to lose in committee. However, if he votes in favor of the bill, it could be considered by the whole chamber.
Eighteen of the chamber’s 23 Democrats would then need to vote in favor of the bill for it to be sent to Gov. Jared Polis, who has said he’s skeptical of the legislation but has stopped short of saying he would veto it.
The State, Veterans & Military Affairs Committee hasn’t yet scheduled the bill for a public hearing and vote. The 120-day legislative session ends May 8.
I wouldn't even remotely call Sullivan a "swing vote". He's 110% going to vote for any and all gun control legislation.
I wouldn't even remotely call Sullivan a "swing vote". He's 110% going to vote for any and all gun control legislation.
Probably so but he has been consistent in the last couple years that he does not believe that sweeping gun bans are the answer and he was not in favor of last years prposed ban.
Time will tell.

Talked to a buddy ‘in the know’, but more in a general State politician way. He has little concern about the AWB, this year. He collaborates the Polis angle. My addition would be if Sullivan has an out with out looking like a hypocrite, my guess he would kill it and get an IOU from Polis for it- but that addition is purely my thoughts.
We’ll, it got me off my @ss to buy some guns…
It is only required to be brought up for an initial hearing in the chamber of origin. There are two possibilities: 1) It won't be scheduled for a hearing and die in committee; leadership won't allow it to be heard unless they intend to pass it. 2) It will be scheduled and will pass through the rest of the process. If it gets scheduled for a hearing, it will likely pass this year. I doubt it though especially after I saw the committee assignment; they are chipping away slowly, and they will likely get their SB3 and SB66 gestapo network in place first. It will likely pass next year. There is plenty of bad shit going through though. The concealed carry one is going to suck for sure. Thankfully, I am renewing right now so I should be good through the rest of my stay in this horrible state.

There's been a massive blue exodus from CA since covid. Yet CA is getting deeper into a dictatorship, every day. CO is not far behind. IMO doesn't matter where one relocates to. The pestilence that is socialism creeps onward every second of the day.

“After a lot of conversations, a lot of thinking, what we came up with was an excise tax on guns, ammunition, gun parts, gun sales,” the measure’s primary sponsor, House Majority Leader Monica Duran, said earlier this month to FOX31’s Gabrielle Franklin. “I think voters are happy to pay a little extra when it comes to their guns and ammunition, whatever they are buying, knowing that funding is going directly to three things: crime victims, school safety and mental health.”
LOL . . . yeah, nobody I know is happy to pay a little extra for that feel-good bs.

That's basically extortion. FFL should be more than sufficient. There is absolutely no legitimate reason for an additional State license, which I imagine will be even more difficult to obtain than a FFL.

Ahh yes, The children TM. The ones that can then grow up to get a sex change, go gay, or become a drug addicted derelict and never reproduce, thus ensuring their genetic end. Because saving lives is what the Uni-party cares about. Now go vote for more bombs to be dropped on the other peoples kids so we dont have to fight them here!
The children, that are not being taught the three Rs.
The ones being pushed through grades, never learning to read - write - or arithmetic?

Looking at the calendar,
https://leg.colorado.gov/committees/state-veterans-military-affairs/2024-regular-session
It seems the committee only meets on W&TH of each week.
That means there are really only next Wed and Thurs to meet and send it the floor. Then there is 5 days in the session left to pass (with no amendments).
An amendment kills it this year. Or it will probably just be too late to hear it this year.
It will be back next year....

Be interesting to get a guess as to the path forward, though I know RMGO’s interest is in keeping fear up. When does the Leg session end? Hopefully SCOTUS will get the AWB and Mag limit off the table. CO is OK to live in, but the cost, lack of water/lakes, and crime (auto/personal) are all not cool. Nearing retirement, and being remote from work, I’d replicate CO by getting a winter place that is easier than CO and a summer place that is low in HUmidity, but has some water. FLA-ID would work.
If these asinine bills pass how many gun shops will survive? Obviously that?s the plan from the assholes in the legislature.

I?m stuck here for the moment. I wish I could leave. Colorado is awesome to live in but politics and criminal coddling is getting out of control. Hopefully Coloradans will began to wake up and vote for their safety but I?m not holding my breath.
If you live in Arapahoe county you need to be aware that it is about to become ?Denver Light?. Douglas Elbert and Lincoln counties are breaking away from 18th judicial district. Making Arapahoe be the solo county in that district. Arapahoe votes blue. Thus they will elect a democrat as the District Attorney of which is probably a current public defender or defense attorney. Expect DAs to then began to offer sweet heart deals to criminals and I bet everyone gets personal recognizance bonds.

That?s the plan. They want them out of business because it will make it harder for citizen to obtain firearms. You know the drill. They don?t care about gun shops. It?s the liberal agenda, fuck over the normal citizen and coddle the criminal, goverment tit sucker and illegal

Arapahoe County has been changing dramatically. The last election was further proof with Dave Walcher getting voted out as sheriff solely to the R next to his name. While the current replacement sheriff is supposedly 2a friendly (from friends on the dept) it doesn’t bode well if a dem also becomes the da.

The problem with the state licencing bill isn't fundamentally the state oversight component. Many businesses have federal and state oversight of their operations. The problem is that new "progressive" regulations could now be imposed without grandfathering, such as no gun shops within X distance of a school, daycare, church, community center or park. Immediate revocation of license if a "assault weapon", or component there of, is presented for sale or transfer, like a pistol grip that could fit an AR platform. Mandatory subservience to any new whackjob local restriction, like a prohibition on "expanding death hollow point bullets" and FMJ "cop killers", or any magazine over 5 rounds.

Much of the state capitol building
Public and private schools
Courthouses

Lovely infringement.
Lovely infringement.
Isn't it already illegal to carry a firearm in half of those places?
Seems they'll have a legal battel on prohibiting carry at private schools.
Of course, I didn't read the whole thing, but is there a carve out for "designated security personnel" and/or Parochial?

I think the private schools are an add. Is it anywhere on school property, or is there a carve out for if you in your car? If there isn?t, that pretty much bans CCW if you have kids and you have to pick them up at school.
Plus, billionaire kids with PSDs will have to find a work-around. I assume having them have some LEO credential is their solution,
It seems to me that if some Sheriff wanted to really gum up the works, he could start handing out deputizations? Or was there a problem with this?

"These commies WANT kids unprotected." This is absolutely true. All this talk about 25 years since Columbine, and schools are still soft targets. Now they want to disarm parents, resource officers, and anyone else with the means to protect. Shootings and dead kids fuel their agenda, which has nothing to do with schools or kids so they are all for it otherwise they would actually discuss real security and self defense. The people who love their disarmament laws the most are criminals; given their policies of removing penalties for crime, it is obvious that this is where they priorities remain.

Who knows how smart or strategic they are on this. Smart money says that AWB are on the SCOTUS kill list of things to do. So Polis especially isn’t going to take pain for something that has a short shelf life. My guess is they wait to see if SCOTUS bites on the AWB, and then just like NYS after Bruen, come up with something tailored around the AWB that somehow is actually worse.
I guess the dems in CO have such a big margin that they don’t care, but until the gun thing quiets down, I will NEVER vote for any dem in any office anywhere anytime.
A short legislative session helps a lot. While we all know they fully intend to ignore the opposition...
A big issue with these bills is the scheduling required to get past the opposition means they cut into other bills and legislative actions that they also want.
So a week of effort to pass a AWB at the cost of 2-3 other noncontroversial bills is honestly the real reason I think this hasn't passed, yet. We have a pretty short session and they all want to pack their own crap into it, they don't want to give up their own bills for someone else's poster child.

"Fellow Patriot,
I have an important update.
Capitol insiders are claiming that HB24-1292, the so-called ?Assault Weapons Ban? will be heard in Senate State Affairs in an impromptu, unscheduled meeting sometime tomorrow.
As of right now, it?s nothing more than another turning in the Capitol rumor mill. However, Sen. James Coleman, who chairs the Senate State Affairs Committee told me yesterday that if it is going to be heard, it will be heard tomorrow.
We are currently working with our allies in the State Senate to delay the calendar as long as possible. Remember, NO legislative business may be conducted after Wednesday, May 8th. Time is our side. All we need to do is run out the clock.

It is not unscheduled or impromptu. Today is the last scheduled meeting of that committee.
The committee is scheduled to hear a different bill but, "Any bills referred to the committee may be heard at this time."
HB24-1349, ammo tax bill is on the finance committee's schedule to be heard today as well.
That one still has hope for failure since, if it passes, it will be on the ballot in November.
Although looking at past election results, it may pass by will of the voters, especially since Everytown has much deeper pockets than RMGO. Look for incessant advertising encouraging voters to pass that one.
After all, it's for the children.

The AWB bill was always intended to be a distraction. Kept headlines from focusing on the other bills. And the fact the state 'accidentally' didn't pay $67M in TABOR refunds legally owed to Colorado tax payers.
Sent from my SM-S928U using Tapatalk
I don't think it's a distraction at all, it's just different priorities by different legislators.
There's a # of Colorado legislators that want to go full on gestapo on us and absolutely want it to pass.
But there's also 630+/- other bills pending in the senate with a week to go, and the senate isn't population skewed, so it's a harder push, plus senator sheep-lover wants to get his commemorative herding license plate passed a lot more. (not a specific person or bill, but literally a ton of "pet" bills from legislators are dumb crap like license plate designs).

It is my humble opinion that NO, no you can not ever have enough.
It is also my opinion that we (the citizens of this amazing country) have an ethical and moral obligation to continue to give the snowflake anti's something to whine, cry, and gnash their teeth over. You, sir, are living up to that obligation.
I've had a few long-term projects I've been wanting to build or acquire for some time. Thanks to the continued assaults on our liberties, I've pushed up my schedule and have been working to acquire the parts I need to complete this list.
The anti-gunners can (will) continue to push to prohibit these things that we have a God-given and Constitutionally protected right to possess but all they'll do, if successful in their endeavors, is push the typically law abiding gun community into an underground culture. Those found to be in violation of the illegal laws will then flood the justice system with their appeals and lawsuits, preventing those real criminals from getting the justice they deserve.
Real criminals get a slap on the wrist, released on a PR bond, with a promise to return to court on a given date.
CITIZENS get thrown in jail, no bond, have to wait there until they go to court, and then prosecuted to the fullest extent of these UNCONSTITUTIONAL laws.

Gov. Jared Polis signs pair of gun bills affecting storage of weapons in cars, investigations. New laws were part of Democrats? broader reform package this year.
By SETH KLAMANN | sklamann@denverpost.com | The Denver Post
PUBLISHED: May 16, 2024 at 6:00 a.m. | UPDATED: May 16, 2024 at 6:03 a.m.
Gov. Jared Polis signed two gun-reform measures into law Wednesday that will tighten requirements on the storage of firearms in vehicles and bolster funding to investigate gun crimes in Colorado.
?If you?re going to be a gun owner, then we need to make sure we are responsible gun owners,? said Sen. Rhonda Fields, an Aurora Democrat who co-sponsored the vehicle storage bill, at a bill-signing ceremony.
Under House Bill 1348, gun owners must store any firearms kept in their vehicles in locked containers, out of plain view. A locked glove compartment or center console qualifies under the law. Violating the statute is a civil infraction, punishable only by a small fine. The law kicks in Jan. 1.
Other bill sponsors were Democratic Reps. Lorena Garcia and Elizabeth Velasco and Sen. Sonya Jaquez Lewis. Debate about the new law?s penalties had divided House Democrats and some of their colleagues in the Senate, briefly throwing the measure into limbo amid broader disagreements over criminal sanctions. After a House committee killed a bill to tighten penalties on firearm thefts, Senate Democrats amended the vehicular storage measure to tack on some of the dead bill?s elements.
But the House rejected that idea, and the bill?s Democratic sponsors eventually settled on the civil infraction provision. The measure was part of Democrats? broader gun-reform efforts this year. Shortly before Polis signed House Bill 1348 on Wednesday, he also inked Senate Bill 3, which directs more than $1.4 million to the Colorado Bureau of Investigation. Most of that money will go toward investigating illegal gun sales. The intent of the bill, supporters said, was to ensure that other gun-reform measures ? including a ban on high-capacity magazines ? were being adequately followed.
?Our bill is really about enforcement,? Rep. Meg Froelich, an Englewood Democrat, said Wednesday. ?And really, the enforcement piece is the culmination of decades of work on gun-violence prevention.?
She sponsored the bill with fellow Democrats Sen. Tom Sullivan and House Majority Leader Monica Duran. Polis signed Senate Bill 66 into law in early May. That bill puts a specific merchant code on the sale of ammunition and firearms, allowing for improved tracking of those transactions. Three other gun reform measures ? covering state licenses for dealers, tighter requirements for concealed-carry training and limitations on where guns can be carried ? all passed the legislature and await his signature.
Two Democrat-backed gun measures died in the last days of the session. One would have enacted a ban on the sale or purchase of certain high-powered semiautomatic firearms referred to as ?assault weapons,? and the other would?ve required gun owners to carry liability insurance.
So if your gun gets stolen, don't report it, or you'll be a criminal too.
So if your gun gets stolen, don't report it, or you'll be a criminal too.
That does not qualify as "criminal" because it isn't even a misdemeanor.
Probably a far greater crime NOT to report it stolen... unless, of course, there was no paper trail connecting you to it.
Although there is no "registration" per se in Colorado, if you purchased or transferred that gun at an FFL, I'm sure ATF would be able to trace the serial number to you one way or another.

It always is interesting to me how fast they trace ownership of firearms used in a shooting that is covered by the press.
And, it quickly becomes available to the press.

So other states need to take notice of the CBI Goon Squad bill that does an end around on the sanctuary cities.
How can you have local city control of gun laws yet state goon squad control at the same time?
This for example goes against the law that was passed last year to bypass the state pre-emption law.

The "bypass" law is written so that they can only be more strict, not less. Progressives would NEVER pass a law that let conservative counties sample the same medicine.
