Here's the scoop. My 1984 FJ60 failed emissions. It only failed CO, reading was 59 with 55 allowed (whatever that means).
I replaced the shot intake hose, air filter, Put in new plugs, swapped out worn old vacuum hoses and cleaned the carb out. It was idling high, around 1000. After the new plugs were in it started right up and settled down to around 700 where it should be. I'm pretty confident it will pass next go round.
I need a good mechanic that can check off my repair form. I'm willing to pay for things like an idle adjustment or parts that need replacing, just don't have a ton of cash for repairs that are not crucial. I'd like to know what needs to be fixed but I plan on doing a lot of the work myself. I need to learn how to fix this ride in case I ever get stranded somewhere.

Powderpig (Robbie) you can find him over on Rising sun 4x4. Highly recommended by many for Yota's. Had him do timing belt replacements on both my parents Yota's which was significantly less than dealer cost!
Here is a thread from over there with his phone number:

That's exactly the type of guy I was looking for. Thank you. I'll need to check the Rising Sun forum out. So many forums, so little time.
Last good mechanic I had was when I was living in Utah. It was nice to have an honest straight shooting guy to work on your vehicle. The kind of guy that puts in extra time on your ride and doesn't charge more than the quote.

the biggest items overlooked when you need to pass emissions are
1: Air Filter (done)
2: PCV valve
3: Oil & Filter Change.

Checked the PCV, it seemed alright. Bought a new Napa replacement but it didn't fit. Oil is next.
Perhaps a Seafoam treatment?

I had the same problem with my old jeep, CO failed emissions. Turns out one of the cylinders wasn't firing, too much raw fuel going out the tailpipe. Check all the plugs, wires, cap, rotor. Got mine to pass doing that.
plus if you spend a certain amount...I think $700 then they might give you an exemption. sounds like you are close enough they would.
the only other thing that I thought of was the gas cap. my wifes taurus had the seal go bad on the gas cap. they boogered it up when they put it on then told me I failed. I immediately drove to autozone, bought a new gas cap, drove back and it passed fine. fixed the rubber seal on the original cap by just putting it back in the right spot, returned the gas cap to autozone and went on my way.
I am not a fan of the emissions place. I am hoping to move to a non-emissions area for the next place.

Yep oil change can make a big difference. Also EGR sticking on the older models.
First thing to do is an oil & filter change.
There is the Rover/Cruiser shop on Arapaho, next to the high school.
My local shop could probably help ya. They do all manner of Toyotas (new and old). They also have an emissions reader. Talk to Udo or Tony.

Got the oil swapped out with Rotella 15W-40. The idle dropped again.
Gonna take it in for an idle check and adjustment if needed.
The idle dropped again.
A little more detail, please. Is it a "rolling" idle? UP, down, up, down... That could be a vacuum leak. Not sure it would effect the CO emissions.

Add a quart of denatured alcohol to your gas tank a bit before you take your car in. It'll pass, and doesn't hurt your motor. I had to do that with a car before that failed pretty bad, and it passed after that

Nope, not fluxuating, just idling higher than it's supposed to.
I've heard about the denatured alcohol trick, gonna dump some in to be on the safe side.
I just noticed your post in the pics thread. You just bought this vehicle? If the vehicle doesn't pass emissions, it's the seller's responsibility to make the appropriate repairs to pass the emissions test.
Guess I should have read all the posts before throwing in my $0.02. Even if the vehicle is out of Greeley, the seller is still responsible for emissions. I bought a car, many years ago, out of Weld Co. Failed the test. Contacted the seller and they took care of it.
I have passed on some nice used trucks that would have never passed the emission nazis inspection.

Bought it from a private party. Only dealers are required to make repairs if it fails.
