If the "crazy" man was in an area he normally frequents, then the police would have had contact with him in the past. No one who does the job would be doing it long without paying attention to the surroundings and those who inhabit those surroundings.
Police in any jurisdiction will know the houses they visit most and the names of the people they deal with on a regular basis. Determining what the issues are that drive people to their circumstances is actually not that difficult.
Yeah, I suppose that there are prior things I don't know about involving the police. I do know both of these guys. The "victim" is a close acquaintance. The "crazy man" is a sadistic fuck who I've had to deal with myself a few times. He threatened to come to my house and kill me a few years ago. I told him I would not hesitate to defend myself if he trespassed on my property (I MAY have used slightly different language). He never showed.
I do my best to try and not get engaged in an argument with someone who I don't know. I find that it's easier to just let people ramble on and sound like a complete buffoon than try to correct them and end up in one of "those" arguments. Kind of like hanging out at the gun counter in Sportsman's, Cabela's or (insert name of big chain gun store here).
Menacing for the nutjob or disorderly conduct for everyone.

Just about all dispatch today is computer aided, i.e. CAD. If a department goes to the same address twice in one year or deals with the same person twice in one year, the dispatcher will have access to previous history. Some dispatchers advise, while some wait to be asked. Officers with an MDT may be able to pull some of that information as well, but normally, you just get to know your zones. I had a notebook on some of my regulars. When they looked like they were bottoming out, I had friends & family contact information and Drs and Rx info for some. You just help where you can and watch when you can't help.
I hope your friend is trying do keep a wider berth from said crazy man.
