I'm kinda wondering what the point of having "laws" is if you're not even going to enforce them.
You should refuse the first offer. For Sale ads aren't really evidence of anything because people can ask whatever they want for a car. Maybe now that TrueCar is more popular, you can use that. Still submit local for sale ads, just don't count on them settling your case for you.
And yet a kid I knew took a car on a joyride from the dealership where he worked and was charged with Aggravated Motor Vehicle Theft in Excess of $20,000.
