Just to clarify.
I was riding my scooter on the sidewalk to take my trash out. They were also on the sidewalk about 10' in front of me. I stopped to let them either pass by or move out of the way. When the dog seen me, it rushed over to me and the owner couldn't stop it from pulling. Wen the dog was approching, I put down my bag of thrash and held out my arm to offer a pet if desired. The dog wasn't viciously attacking until it got within about 12" of my arm and then just lurched out and bit.
I don't know if it's anyones fault other then the owner could not restrain the animal from charging. Also, as this is the first time in 50 years that I have been bitten, I won't stop petting dogs after I ask the owner. In this case I never got the chance to ask.
