Pill give you a hint to get around that $100 if this happens again. Sell the vehicle to your wife for $1. You will pay a new title fee and the $100 goes away.

Just looked and yep they have recreational truck. Allows it to be used singly or with a trailer. So this might be a good way to pull a camper and avoid paying the light truck fees and a trailer plate.
This does not work anymore. They will tax the vehicle based off of blue book value and dont give a shit what you paid for it. Even if you have a bill of sale, they charge tax on blue book or what you paid the higher of the two. There is a separate form that you need to fill out to file a discrepancy but then you need a vehicle roadworthiness inspection because the only reason they will except it is if the vehicle needs repairs or is otherwise not working thereby worth less than blue book value. This started last year.
This it Boulder county though so the level of retard may be significantly higher here.
Must just be there. I rebuilt my Tahoe and never registered it for 6 months. About 6 months ago when I finished I went in and they wanted the $100 fee. I cussed the lady out at the counter told her I'll be back with my wife.
Same lady was the one we dealt with, sold my wife the Tahoe right in front of her, used the same emissions I was going to use for mine and didn't get charged the $100. Only paid $7.20 extra for the title fee.
Speaking of Toll roads, I remember idiot-Level(3) Communications in Broomfield use to own a "91 Express Lane" in OC/Riverside.
