Yep, you're right, current immigration quotas are entirely racist against non-Mexicans, particularly Europeans and Africans. Mexicans comprised between 15 and 22.2 percent of legal immigrants between 2007 and 2009, more than the the number of immigrants from the entire continent of Africa (5.2-8.1%).
