PayPal resolution center asks for the transaction ID to start a claim. When I enter the ID of this "gift" transaction, all I get is a message stating, "We're sorry, but this transaction cannot be disputed because it is not a purchase of goods or services. You're probably right. I've just been at home, sick all day searching out their personal information on the net. I found several court cases against each of them individually and one of the two of them together where they have been ripping people off since the mid 90s. Just pisses me off. I wanted to let them know I have their personal information; that they will have trouble hiding from me. Probably should have toned it down with just the facts. Yes, my next step will be a certified letter demanding payment. Then filing in small claims court.Quote:

After not hearing back from Les or Dalia, I sent another EMail to Les entitled, "Last Chance," in which I gave him 24 hours to contact me or I would file criminal/civil charges.
Les actually contacted me!
David,I Emailed him back with a rundown of the five times I have attempted to contact him since last hearing from him on 18 March. Kept it civil.
The parts were sent, I do not know what it is all about.
For all I know you received them and are pushing the issue for some reason.
It has been 3 weeks since your last correspondence, I considered
the matter settled and that you received them and that was why
I had not heard from you.
Now you put a threat of charges and ultimatum of 24 hours?
I am across the country on business and do not need the dramatic
way you came across in the last email.
I will be back to look into it on monday and to be thorough I will check
everything on my side to make sure that nothing fell thru the cracks.
Now taking bets on when/if he contacts me again.
FYI - I contacted PayPal and exchanged several emails with their Dispute Center.
Conclusion: I cannot dispute a "gift," no matter the circumstances.

Bet he still has the product and says his girlfriend forgot to mail them. Will say he was out of the country and she was supposed to handle the shipping. Or some other mixup and he will refund the money. Only thing that got his attention was your research and the demand letter. If he had really sent them, I would think he would have been on it right away with tracking numbers.
You are being taken advantage of. Realistically there is nothing you can do to "Right" the situation which is above board given the circumstances. You screwed yourself by trying to take the "Cheap/Easy" way out by paying for the transaction as a gift using PayPal. If you paid via a postal money order or credit card you would have had some leverage in getting a refund. Or at least sicking the law on them for mail fraud.
If you know their home/business address there is nothing stopping you from getting on a plane or driving to where they are and attempting to get the issue resolved in person, which could be tricky.
I was able to resolve an "Internet Purchase Gone Bad" scenario by tracking the dead beat down and showing up in person demanding my money back. Its funny how things get resolved quickly when you are there in person and there is no out except for dealing with the situation right then.
