How about a good old fashion catapulting? If a random direction proves ineffective we can pay someone to build a big wall.
I think our death penalty is ineffective because criminals understand it's still a good 10 - 20 years before anything happens. Not saying China would be a good place to live but I think their policies would actually have an impact on criminals thought process.
