If money is not a consideration the Canyon Chop House up here in Fort Collins is great. One of the best steaks I have ever had.

2. Sullivan's
3. Denver Chop house
4. Teds Montana
5. Outback

Big Texan is a tourist trap. I passed it by dozens of times over the past 14 years - family lives in Texas. Finally, I stopped in last year and had the ABSOLUTE WORST STEAK OF MY LIFE. It looked beautiful, but chewed and tasted like a bad roast. YOU HAVE BEEN WARNED.
Definitely not IMO.
For the money,
Briarhurst Manor or the Cliff House - both in Manitou Springs.
ETA:
For less money,
The Keg in Manitou Springs - never had a bad meal, reasonably priced, good atmosphere.
In a pinch,
Texas Roadhouse
Agree - best steaks come from home. Trouble is, finding a good piece of meat to start with.
That's called a good cook with a crappy piece of meat...... (last Big Texan post)
I must have caught Sullivan's on a bad night.
And, I agree with finding a good piece of meat. Not easy. I'm a spoiled Midwesterner where you don't have to go to a specialty shop to find one.
Costco's meat is very good if you've never bought it.
