The half staff order is actually an executive order (POTUS). The first sentence reads "As a mark of respect for the victims of gun violence perpetrated on December 2, 2015, in San Bernardino, California, by the authority vested in me as President...." blah blah blah. (through to December 7, 2015)

I'm guessing that would have sounded as stupid to him as gun violence sounds to the rest of the world when it was an act of terrorism.
FBI just declared that this was an act of terrorism. Any bets on the administration disagreeing publicly with that assessment? I'm guessing that there will at least be a reluctance to address it in the future as terrorism.
