I understand alerts for missing children and those with diminished mental capacity like dementia or mental illness, but why do "indigenous" persons get a special category? Seems pretty racist to me.

Lopez is the Rural and Indigenous Program Manager for CCASA, and said she recognizes that resources can be lacking when it comes to serving justice for those impacted by violent crime.
"We have represented in our Coloradans hundreds of tribal nations of folks who call Colorado home, who also experienced violence and also are experiencing a lack of our supportive resources and responses that have those cultural components," she said.
"Too few of us were aware that this problem existed and how extraordinarily disproportionately this kind of crime impacts Indigenous Coloradans and Indigenous Americans across the country," Danielson said.

This sort of thing is exactly why we have increasing racial tensions in this country- divide the population and put certain groups on a pedestal for special attention.

I don't see anything to be upset about on this one.
There were no increases in taxes. The funding for the new department comes from the general fund, around $600k.
It is an attempt to coordinate local, state, Federal and Tribal authorities on missing person or unsolved murder cases.
Native women are many more times more likely to be victims of violence, rape and murder than the rest of the population.
I dislike governmental expansion in most cases. This one I can live with.

Besides for the alert system, the bill requires the hiring of two CBI Agents and one Analyst to work MMIR cases, under the newly hired director in another department of the CDPS.
Tribal police are not well funded or trained, comparatively, and generally do not network with other tribes.
There have been a few cases where an unidentified indigenous woman's body was found within another tribe's borders, and it took a lot longer than it should've to figure out who they were. A lot of indigenous women get abducted every year, most wind up dead, and a lotta people don't really seem to care.
Anyway, this new system hopes to overcome past communications issues. That's pretty much all it's designed to do. If a white woman's body is found on the reservation they'll probably call the FBI. FBI doesn't care about dead Native women so much... that's for the tribal police to figure out.
