They withdrew it because they know they had 4 votes against. Better to withdraw than to get voted down publically.
They already removed it from the reading schedule.

To vote requires readings/debates/time wasters. I'm glad they realized it wasn't going to pass and took it down. If they did it for each and every one of these bills before the Senate you would hear no complaints from me.
