Not going to argue whether or not sending in the dog was appropriate because I don't know what resources they had available...I wasn't there.
But if you're blaming the cops for the bad guy shooting the dog your thinking capabilities are seriously fucked up. If that's the case, who's fault was it that he shot the other people?

Poor dog. I think its really wrong that they sacrificed the dog. I know its not a human, but they could have done it different. Esp since there were no hostages. Shame on who ever ordered the dog in there.

Now, here's some fuel for the fire:
It's been suggested in this discussion that HRT should have sent in a robot instead of a dog. This being an abandoned building, that could certainly make sense. Of course, a dog can go around a lot of obstacles that a robot can't, but a robot might at least be worth a try.
What if, instead of an abandoned building, the BG had holed up at a farm. Lots of small buildings, they don't know which one, could be anywhere. Oh, and he doesn't have a shotgun, but he has a rifle. Let's say it's a bolt-action hunting rifle (though it could be an AR, right?). A ground-based robot, which really has no autonomy that would actually make it a robot, but is actually just a fancy remote-controlled car, could spent hours trawling the area and never find the BG (or he might snipe it without anyone pinpointing his location). So instead of a ground-based remote control unit, HRT sends up an air-based remote control unit, like an RC plane. Let's call it a drone.
Could the drone be configured to kill the BG? Or should they send the HRT men across open fields to get close enough to raid the location?
I just hate seeing a police dog killed. I tend to think of them as the same thing as a fellow soldier. Sure commanders sacrifice soldiers too. But we all hope they make that judgement as a last resort.
