It's the individual call. Just like eBay. A negative feedback doesn't stop someone from buying or selling, it's an individual choice to deal with that person or not.
a -1 usually erupts into a whine-fest with much complaining, PMing, PMSing and results in nothing being recorded.
we live in a happy world, shut up and go with it.

Unless there is a long history of bad transactions, or the feedback can be verified and is for extremely bad reasons, the staff tries to stay out of it.
So its usually up to the buyer to decide if that -1 is a deal breaker.

I think the more appropriate question is what percentage of positives does it take to overcome a -1.
If someone has fifty +1's and a single -1 that is a lot different to me than two +1s and a -1.
