I'd try submitting this to the right State and federal agencies that are concerned with wildlife. Local PD may not care but get more animal focused feds involved.... may not be the same mercy.
they may have snapped the leash on after the dog started the attack. "oops, i guess we shouldnt let our murderous dog run off leash, quick snap the leash on before someone sees us"
