There are no Rules. Unwritten law runs the cons. A fuk up inside gets you dead, if you're lucky. Outside the walls a fuk up gets you maybe 30 days in county, If you get caught. OR they turn CI which gets them a pass or 2. Either way if you're bothered by "some AB's eyeballin you" I suggest you change gym's and NEVER go anywhere, someone that might cause you harm lurks.
