    Yes it is. Once the floor plate is installed you are unable to remove it for access of mag block w/out damaging the mag itself.

    It's easy to modify mags, to limit capacity to 15 rds and have a non removable floor plate for less.

    I don't think that its legal but we have little guidance from the incoherent legislation.

    Would depend entirely on how easy it is to remove that extended floorplate and what "readily converted" ends up meaning. I cannot tell that from the photo.

    (I'm not gonna go with "cannot be removed without damage to mag body" if I have access to some simple tools but that may not be "readily converted")

    What's the point of buying this if you can't convert it back to 30rds easily?

    Ok in the Armslist ad it just says "Magblock comes permanently attached to spring making this magazine a legal 15 round limit in states like Colorado and New Jersey" however on his web site it says "Magblock comes with floorplate permanently attached making this magazine a 15 round limit and legal in states like Colorado and New Jersey".

    If the floorplate is epoxied or welded/melted to the mag body then it would clearly be legal ... and if that's the case I'd rather see them start with 20 round magazines (which I imagine they can do).

    But a 20 round mag isn't as tacticool looking as a 30 round mag. Looks are worth it to some. Even me sometimes. That's why I have a 20 round Suomi drum. Actually in my case it's because I love the silliness of a low capacity 72 round drum.
