Shooting in Summit County wilderness areas?

I have a friend who wanted to try skiing and shooting like in a biathlon (except I think he wants to use a .22 pistol instead of rifle). He was wondering if there's any particular place in Summit County that he could do something like that without getting into trouble. I'm presuming he plans on using cross-country skis on National Forest land. Anyone here do anything like that?

I don't ski or know anything about Summit County. That said...if it's out in the middle of the National Forest:

Any advice I can pass on to him?

Yeah, just have to follow the usual national forest rules.. so many yds off the trail and so on..
