CBI website. $6.85 per check for Colorado only records. Need name and date of birth.

Generally you need the subjects signed permission to run a basic background check. Sites like Intellus and others are notoriously inaccurate. Some PIs might be able to help, but that is expensive and most end up using sites like Intellus anyway.

Colorado is an open record state; some states aren't. Colorado will only provide their records. The FBI does not hold records; they provide a nexus for all the other states to intercommunicate and provide each other with requested records. Without their nexus, we would need to query all other states individually instead of through just one request.

I don't know of a way in which a person not related to law enforcement in some way would be able to query warrants nationwide.

You can get an FBI report on YOURSELF but not sure how you could do it for someone else...

You basically have to hire a PI if you want a real, thorough background check and don't know any shady cops willing to run NCIC checks for you. All those websites you pay for are just public records searches.

I had a friend who had a mutual friend cop run him and all he came back with was his CBI report. but this friend had never been in trouble outside of colorado.
