I'm going to guess that "the government" is setting up camps for containment and testing purposes and that somehow this whole thing was the government's fault from the beginning.

I would like to see some sort of rebellion from the people against the army troops mostly just for being a-holes. Maybe the old man will do it since his wife is presumably gone.
