These voting tactics seems to re-surface over and over Those that have been in Colorado for a while will remember :
The speed limit changes from 65 to 55 to 65 to 75 then back to 65 and finally up to 75. This has all been since 1984! This was due to federal funding for roads and Colorado caving into the federal government to get money. Same with the legal drinking age.
How about introduction of the state gas tax and its repeated voter approved increases that were to fix the roads as well.
Colorado Springs being a home rule city is not getting the taxes from the state so there have been numerous tax increases over the years and road repair have been a promise for these road repairs over and over. If you neglect an easily seen utility like roadwork and put your tax dollars in earmark projects you can state there is no money and ask for more. People will complain and vote for a tax increase not remembering that this has been done before. The last time the city did this tactic instead of using potholes they used city street lights and park trash pick up. People have such short memories. Anytime people don't study their history they are bound to repeat it. Unfortunately the City learned this tactic from our Federal Government.
