Well file a claim with your insurance and let them know your suspicions..

My other car is in the shop currently (Wife hit a parked car, but actually is a decent human and rang the door bell to tell the people), so I was trying to keep our insurance out of it again. But It might come to contacting our to fight for us.

How do you know it was your neighbors?

"I have physical evidence to match the vehicle" i.e. I picked up the tail light pieces that broke off, and matched them up to their truck.
