That sounds more realistic, except it still doesn't mean carrying any amount of cash over a quarter is evidence of illegal transaction. Not as long as cash is still an accepted form of currency.

Now they can access your bank accounts, and if they decide that you have too much money in the bank, they can freeze your accounts until you prove you're not a drug dealer or whatever they're accusing you of at the time.
