    Pretty sure he does not need the Governors approval if he activates under Title 10. A title 32 activation would be state, but mobilization under title 10 makes them federal, which is what happened for the multiple deployments during our recent wars.

    EDITED TO ADD: I seem to recall that during Desert Shield/Storm, there were some "Lefty" governors who tried to raise a stink about Bush Sr. mobilizing "THEIR" troops, until someone told them to go look at Title 10 of the US Code.

    It also may have been pointed out that every penny used to pay, equip and train those National Guard troops came from Federal, not state, coffers.

    Am really wondering though, if you are illegal in this country, the motivation has to be there to give up and go back home on your own so that you are not forced to go back. Wonder how many are sneaking back across the border these days?
    Can't help but wonder if all these 'trial balloons' are designed to do just that. An 'incentive to leave', as it were.

    It actually makes sense. Just as an amnesty today acts as an incentive for illegals to come here in the future (because they might reasonably conclude that if they come here in 2017 and stay long enough, they might be able to stay in under some future amnesty), a proposal to 'crack down' using a variety of methods could be both an incentive for those here now to return, so they can 'beat the rush', and also a DIS-incentive for others to come here.
