I think you're a little off base with what will/won't be redacted. Usually redactions are done to conceal or protect a source or source information. So it might just be that the memo reveals the corruption, but doesn't cite how they discovered any. It would be one thing to declassify and release the memo (with relevant redactions), it would be quite another to release the redacted documents used to create said memo. I think this is much bigger than most will let on, seeing as it's rumored (I'm aware of the flak related to reporting on rumors) to be illegal use of FISA and the FBI/DOJ relating to a presidential election. The timing of this could be used more advantageously to benefit the Republicans come election time in Nov.
