Lampooning of the vast scope of the original email (30,000 per state- LOL) aside, it's important not to dismiss what an individual or small group could cook-up and attempt to execute, especially in a public area. Much like standing in-line with your kids at the mall to see Santa, a heightened vigilance is not inappropriate given the current climate, especially if you have activities planned on the 4th.
Not paranoid, just prepared...
