Musc explanation time:

Michigan: A# is the enharmonic spelling of B-flat. So yes, you're right. However, A# does not exist in the key of B-Flat which is the key of the piece if you look at the key signature. Sharps (#) do not exist in the flat (b) keys so you must use the enharmonic spellings.... unless we are writing jazz chords, but that's a whole different ball of wax.

Preacher: It can't be a C# in any way unless you go about it in a very unusal way. The piece is written for vivuzuela, which for all intensive purposes mimics a B-flat trumpet. Since the note written itself is a b-flat, it would transpose to a c natural as the sounding pitch, not c#. Even if the vivuzuela sounded in C, it would then be the actual written b-flat.

You are absolutely correct! I was keeping it simple by noting that technically, Bb and A# are the same pitch. As a jazz musician myself, (previously a pianist, now a trombonist) I am familiar with a little jazz theory, but I'm sure you could school me any day.
