We have to stop justifying mass murderers because they may or may not have been bullied.
EVERYONE gets bullied, and most people engaging in some form of bully like behavior at least a few times in their lives. Bullying is on some level part of a society's psychological immune system that helps strengthen people's psyches. Certainly bullying behavior should be sanctioned when discovered but to pretend that people that are bullied are somehow provided an excuse for mass murder is just foolishness.
Anti-bullying measures will always be twisted into a means of controlling good kids (not actually prevent bad kids from bullying ... for example, a black bully will never be confronted if their victims are white). Vilifying and criminalizing all forms of competitive behavior (because they can always be spun into "bullying") will do way more harm to society than any bully every could.
