He is reloading the .38 with blanks, for the next shooter.
This happens all the time, the handling of firearms while the shooter is down range. It is always in a safe manor and, brought back to the line by an RO. It also aids in the reset of the stage, unless there is an issue with the gun.

from the camera's angle the barrel of the gun was pointed RIGHT AT the opening the shooter came out
guys i shoot with would have flipped out if they came through a door was saw a dude behind them handling a gun.
no reason he couldn't have waited for the shooter to clear to the next area

As it was said, not USPSA. In NRA TPC, your allowed to turn uprange as a shooter, providing that the muzzle of your weapon doesn't leave the 1 foot bubble. Tell that to anyone that doesn't shoot or train like that in any other shooting sport, and they think your pyscho.
