    Not just for teenagers. Those words are for every able bodied man, woman, and child over the age of eight, everywhere on the planet.

    I imagine there would be fewer teenagers and children getting in legal trouble if the city DID provide recreational facilities that kept them out of trouble.

    Most definitely. The YMCA and Big Brothers Big Sisters are a perfect example. I would submit that older generations grew up faster because they had to (for a number of reasons) and are annoyed that kids today don't have to.
