How to dispose of gasoline?

could always let it sit in an open pan & evaporate. Call some local shops and ask if they'd take it?

I'd say burn it but that'll create a nice big black cloud & get attention. Anyone know how to make a simple gasoline stove like the tin can backpacking stove but bigger?

Most cities and counties have house hold hazardous waste programs to collect such things.

20 years old ? Is it even gasoline anymore ? It is probably more like 3/4 of a tank of varnish and gummy goo.
You will more than likely need to replace the tank.
Drop the tank, and the next time your city has a chemicals round up, take the old tank to the collection point.....
