I have no idea how FFL's work but I've never seen anything on transferring an FFL. Maybe other members can chime in.

Pure speculation on my part, but... What are the chances this was some sort of video rehearsal gone bad, I wonder? Seems like an incredible coincidence that they filmed the tied-up hostage video and then this happens.
