#3, there are costs and privacy issues (see #2)
#6, perhaps they mean a procedure for transferring a firearm not in their possession or how to run a check without a 4473 to go with it.
#8 CPSC cannot regulate guns or ammunition but they can regulate locks. Hey if this means objective numbers on the relative merits of different safes, cool.
