Philip K. Dick wrote about this... Pre-Crime. You've probably seen Minority Report, based on the Dick story. Slippery slope here, and I foresee many many very big problems with this.

Way to create a law that will prevent vets from trying to get help for PTSD. Soon as you show up at a doctor office after separation and an anti 2A nurse or doc hears you say the Army/Corps diagnosed you with PTSD and you're on the list.

This scares me even more than anything else.
